Rules for overlanding in Turkmenistan

Which licence you need
- All vehicles — An Italian licence is accepted if it comes with a certified translation into Russian. Check what applies to the licence you hold.
An International Driving Permit states the categories it covers: check yours covers what you will actually drive. A car licence does not cover a motorcycle, and a heavy camper or a truck can need a higher category.
At the wheel
- Insurance — Vehicle insurance is not compulsory, but it is recommended.
- Alcohol — Drink-driving is severely punished and the permitted blood alcohol level is zero.
- Speed cameras — The road network is under tight video surveillance. Speeding is fined on the strength of the photograph alone.
- Police at junctions — In the towns almost every junction is manned by police officers, so expect to be stopped and checked often.
- Road condition — The road network is in poor condition, which makes night driving and travel away from the cities logistically hard.
- Unofficial taxis — Do not use unofficial taxis, especially at night.
What catches travellers out
- Photography — Filming or photographing public buildings is banned, and markets, government offices and police or military barracks are explicitly off limits. Ask people before photographing them.
- Visa by invitation — A visa is compulsory for every kind of trip and is granted on the basis of an invitation letter; even tourists need one from a local travel agency. It can then be issued at the airport or at the border, and you must register with the State Migration Service within three days of arrival.
- Customs and currency — Currency you carry must be declared on entry and you cannot take out more than you declared; changing money on the parallel market is forbidden. Cards are barely accepted and ATMs are rare, so bring cash, with US dollars easier to convert than euros. Baggage inspections are frequent and thorough, and you may import only two packets of cigarettes and one bottle of spirits.
- Smoking ban — Smoking is prohibited in all public places, streets included, and breaking the rule can bring a fine.
