Do you need a local guide in Turkmenistan?
Yes — required by law. As a tourist you cannot even get in on your own. Every Turkmen visa rests on a letter of invitation issued by the State Migration Service, and the Turkmen embassy in the UAE states that for a tourist visa only Turkmen national tourism agencies can request that letter. Once you are in, the Italian foreign ministry advises using a local guide in any case, because of the poor state of the roads and how often the police stop you.
Why it matters in Turkmenistan
- The visa starts with an agency — Getting a Turkmen visa takes two steps: first an invitation letter, or LOI, issued by the State Migration Service, then the visa itself. For a tourist visa, only Turkmen national tourism agencies registered under national regulations can file the request for that letter. Once it is issued, the visa can be stamped at an embassy abroad or on arrival at a border crossing. - A guide for the roads and the checkpoints — The Italian foreign ministry recommends using a local guide in any case, partly because police checks are so frequent, and advises caution when moving at night or outside the towns, given the poor state of the road network. - Whole regions need a permit — Dekhistan, Kerki, Gushgi and Saraghs, and the Badkhyz and Kugitang nature reserves, can only be entered with a permit issued beforehand by the Turkmen foreign ministry.
