Which driving licence do I need in Rwanda?
All vehicles
An Italian licence is what the ministry lists for Rwanda. Check what applies to the licence you hold.
An International Driving Permit states the categories it covers: check yours covers what you will actually drive. A car licence does not cover a motorcycle, and a heavy camper or a truck can need a higher category.

What insurance do I need to drive in Rwanda?
Third-party liability cover is taken out at the border.
What do I need to bring my own vehicle into Rwanda?
A carnet de passages en douane is recommended for a vehicle brought in temporarily.
Trips outside the cities
The ministry advises making trips outside the cities in a group, or at least with company, and using only reliable local agencies for getting around and for visits to the national parks.
Is it safe to drive at night in Rwanda?
Avoid moving at night — it is one of the standard precautions the ministry lists against petty crime.
What catches travellers out
Plastic bags
Plastic bags are banned in Rwanda for environmental reasons. Any you arrive with, including for your own use, will be confiscated.
Vapes
Vaporisers and e-cigarettes are banned. Bringing them into the country is illegal even for personal use; they are confiscated and you may be fined.
Photography
There is a ban on photographing barracks, prisons, private homes and public offices.
Drugs
Use and dealing carry very severe penalties, minors included.

Can I bring a satellite phone or Starlink to Rwanda?
Rwanda's Ministry of ICT and Innovation states, in a press release of 23 March 2023, that in February 2023 Rwanda officially launched Starlink satellite internet services.
