Rules for overlanding in Rwanda

Which licence you need
- All vehicles — An Italian licence is what the ministry lists for Rwanda. Check what applies to the licence you hold.
An International Driving Permit states the categories it covers: check yours covers what you will actually drive. A car licence does not cover a motorcycle, and a heavy camper or a truck can need a higher category.
At the wheel
- Insurance — Third-party liability cover is taken out at the border.
- Temporary import — A carnet de passages en douane is recommended for a vehicle brought in temporarily.
- Trips outside the cities — The ministry advises making trips outside the cities in a group, or at least with company, and using only reliable local agencies for getting around and for visits to the national parks.
- Night driving — Avoid moving at night — it is one of the standard precautions the ministry lists against petty crime.
What catches travellers out
- Plastic bags — Plastic bags are banned in Rwanda for environmental reasons. Any you arrive with, including for your own use, will be confiscated.
- Vapes — Vaporisers and e-cigarettes are banned. Bringing them into the country is illegal even for personal use; they are confiscated and you may be fined.
- Photography — There is a ban on photographing barracks, prisons, private homes and public offices.
- Drugs — Use and dealing carry very severe penalties, minors included.
