Do you need a local guide in Rwanda?
Yes — required by law. For Rwanda's best-known experience, yes — the Rwanda Development Board issues a mandatory Tourist Permit for gorilla trekking in Volcanoes National Park, and every group treks with RDB trackers and guides who lead the search and give the pre-trek briefing. Beyond the park gate, the Italian foreign ministry adds its own reason: it recommends making trips outside the cities in a group and using only reliable local agencies for getting around and for visits to the national parks.

Why it matters in Rwanda
- A permit you can only get through RDB — Gorilla tracking in Volcanoes National Park requires a Tourist Permit issued by the Rwanda Development Board before you can enter the park; the booking system itself is the gate, and it grants access alongside RDB trackers and guides who lead each trek and its pre-trek briefing.
