Rules for overlanding in Kyrgyzstan

Which licence you need

All vehicles — The ministry lists an International Driving Permit. Check what applies to the licence you hold.

An International Driving Permit states the categories it covers: check yours covers what you will actually drive. A car licence does not cover a motorcycle, and a heavy camper or a truck can need a higher category.

At the wheel

Insurance — The cover named is an Ingosstrakh policy, the short-term insurance sold at the border.
Road surfaces — Road maintenance is poor, especially in rural areas, and signage is sparse. Roads are sometimes blocked by avalanches or landslides.
Night and winter — Take particular care at night, when people and animals cross without warning, and in winter, when there is ice and fog.
Fuel — Service stations are hard to find outside the main cities.
Local drivers advised — For journeys around the country the ministry advises using local drivers.
Border crossings — Check with the authorities whether a holder of your passport can cross at a given point, especially during the April–May thaw season; the borders themselves are open. Stick to official crossings.
Police checks — Carry legalised or notarised photocopies of your passport and visa to show at checks, not the originals. Be extremely careful in any dealings with the police and, if there is a problem, ask straight away to contact your own embassy.

What catches travellers out

Customs declaration — You fill in a customs declaration on arrival, listing valuables or weapons, and you keep it until you leave because customs can ask for it on the way out. Hunting weapons may only be brought in if declared, and importing drugs is prohibited.
Visa-free limits — Since 31 December 2025 Italian citizens can enter and stay without a visa for up to 30 days within a 60-day window, and longer stays need a visa obtained before arrival. Check what applies to the passport you hold. Overstaying brings fines, a negative record with the authorities and the need for an exit visa.
Drugs — Drug offences carry serious criminal consequences, including long sentences served in prison conditions that can be very harsh.
Cash outside the cities — Cards, ATMs and exchange offices work well in the cities and tourist areas, but local markets and rural areas prefer cash. If you carry a large amount of foreign currency, declare it on arrival so you can prove where it came from when you leave.
