Do you need a local guide in Latvia?
Not needed for most trips. No — Latvia is an EU country and nothing in either official source makes a guide necessary to drive or travel on your own. The one place that changes is the strip along the Russian and Belarusian borders: the State Border Guard requires anyone staying in that zone to hold a special pass, and with the state of emergency still in force there because of the war in Ukraine, that is not a formality to skip.

Why it matters in Latvia
- A special pass, not a suggestion — The State Border Guard states that persons residing or staying in the borderland along Latvia's border with Russia and with Belarus must have a special permit issued by the State Border Guard, obtainable through the latvija.lv e-service or at any Border Guard unit.
